When encountering fog while driving, the most appropriate action is to reduce your speed and use low beam headlights. This is because fog can significantly impair visibility, and driving at a slower speed allows for better control of the vehicle and more time to react to hazards that may not be visible until you're closer.

Using low beam headlights is essential as they are designed to illuminate the road directly in front of the vehicle without causing glare that could reflect off the fog and obscure your vision. High beam headlights can create a blinding effect due to the light reflecting back off the fog, which worsens visibility. Therefore, using low beams helps in seeing the road better without disrupting your ability to see ahead.

Additionally, turning on your hazard lights is not advisable as it may confuse other drivers about your intention and can create more hazards. Simply driving at the speed limit could be unsafe if the conditions require a slower speed to ensure safety, as the limit does not account for poor visibility situations. Thus, reducing speed and using low beam headlights is the best strategy for maintaining safety when driving in foggy conditions.
